To Minister Ban Ki-Moon of Ministry of Foreign Affairs and Trade (MOFAT), candidate for UN Secretary General

The waiting time for Vice Minister Ban Ki-Moon who aspires to be UN Secretary General is over.

Yesterday, April 25 was the last day that I was waiting to hear the reply from Minister Ban Ki-Moon, who must have had time to think for several years since 2000 regarding the terrorist activities that President Kim Dae-Jung caused in Western Europe.

If Minister Ban Ki-Moon insists “People should be on alert. They have to take care of their own security...”

Minister Ban Ki-Moon also said, “Currently there are 6-million overseas Koreans, and 7-million people are going out to foreign countries every year. It is difficult to be responsible for their safety with only 900 diplomatic personnel in the entire 129 consulates in the world” and “Now people have to be on alert. They have to take care of their own security.

Minister Ban is making fun of people all over the world including the citizens of the Republic of Korea if Minister Ban insists “People should be on alert. They have to take care of their own security”, while MOFAT makes a high ranking Vice-minister rank diplomat Choi Dae-Hwa go around killing a powerless citizen.

The fact that many embassy employees who are Minister Ban Ki-Moon’s colleagues were made to participate in organized terror activities shown in Brussels despite meager 900 diplomatic personnel in the entire 129 consulates of the world proves well that a considerable power of MOFAT was put into the terror to kidnap and assassinate a certain citizen by accusing him of being an anti-government political offender.

While the terrorist act was committed in front of eyes for the purpose of kidnapping and assassination achieved through mobilizing a large scale manpower based on the MOFAT personnel, how can Minister Ban Ki-Moon close his eyes, look only far away as if nothing happened, and say that citizens themselves should be responsible for their own security with the excuse of shortage of diplomatic personnel?

Minister Ban officially declared his candidacy for the United Nations' top post.

When Minister Ban Ki-Moon was Vice Minister under President Kim Dae-Jung, Ambassador Choi Dae-Hwa of Vice Minister rank attempted to kidnap and assassinate me numerous times, and even committed bioterrorism (Jan. 2000, Vice Minister of Foreign Affairs and Trade Ban Ki-Moon). Some time after I moved to Atlanta, Georgia, U.S.A. leaving behind Brussels where I could not find a means of solving the problem of violence by the state, Vice Minister Ban Ki-Moon became Ambassador to the United Nations in May 2001 (Chef de Cabinet of the President of the 56th General Assembly of the United Nations). At that time, when I stayed in Brussels for a little while after staying in Atlanta, there was an organized attempt to kidnap and murder even mobilizing MOFAT employees, and on July 10, 2001, a MOFAT employee came to visit me as I was fasting and protesting in a countryside near Atlanta, saying he was a consul at the Consulate General.

Left: Cho Jung-Pyo, Consul General, Korean Consulate General in Atlanta, U.S.A. 2001, Diplomatic Immunity and Privileges, Right: Terror Target (Dec. 2006 Min-Soon Song, Minister of Foreign Affairs and Trade)

The actual meaning of their visit was a death threat.

What the consul said intentionally revealed that he was a member of the organization that tried to kill me. What he said revealed that they were around me. President Kim Dae-Jung sent MOFAT employees who tried to kill me in such a remote place made a death threat by revealing their presence while delivering the words that he would help me who was the object of assassination by the political power.

Vice Minister Ban Ki-Moon who has become a Minister now is strictly concealing the terrorist activities that Ambassador Choi Dae-Hwa carried out in EU.

Would a human life become less valuable than pansy flowers by the streets in front of Blue House, even to a person who would become Secretary General of the United Nations?

Minister Ban Ki-Moon, what do you think about the terrorist activities by the members of the diplomatic staff led by Ambassador Choi Dae-Hwa of Vice Minister rank, who tried to kill me by accusing me to be anti-American leftist and then pro-American extreme rightist?

What was the purpose of the phone call by one member of the diplomatic staff that I shouldn’t trust anyone in the U.S., when I was leaving Brussels to go to Atlanta?

What is the reason for your action, Minister Ban Ki-Moon, as you protect a terrorist group?

Under President Kim Dae-Jung, you did not hesitated to employ terrifying methods such as clandestine use of drugs, bioterrorism, fabricating regional conflicts, fabrication of pro-Kim Jung-il anti-American communist and anti-Kim Jung-il pro-American extreme right-winger and numerous attempts to kidnap and murder in European Union.

What is the need for these organized crimes in the protection and assistance of Koreans abroad?

When such things were going on by your colleagues at Minister of Foreign Affairs and Trade, what did you do, Minister Ban Ki-Moon?

The answers to such questions should be left to Vice Minister Ban Ki-Moon.

The next Secretary General of the United Nations should clarify his position on the governing acts of President Kim Dae-Jung such as clandestine drug use, kidnapping, assassination, oppression, and bioterrorism.

Minister of Foreign Affairs and Trade Ban Ki-moon officially declared his candidacy for the United Nations' top post on Tuesday. It is the first time a South Korean has run in the election for secretary-general. … ``Ban has nearly four decades of experience as a diplomat and administrator with an immaculate reputation,'' Yu told reporters. ``He has long been involved in issues of peace and security, development, democracy and human rights _ the necessary qualifications to accomplish the U.N.'s ideals and goals.'' 02-14-2006 16:33 Korea Times

Minister Ban Ki-Moon, the government sponsored terrorist activities that your subordinates carried out all have clearly destructive and negative relations from the perspective of peace, safety, development, democracy and human rights.

Is it a work to be done for international peace and human rights for a person who will be in the position of UN Secretary General to conceal terrorist activities so that death squad members involved in bio terrorism could work further and freely walk around in the world?

This opposes the UN's ideals.

Even at the present time terrorists are protected by MOFAT. Minister Ban Ki-Moon and President Roh Moo-Hyun, what do you think you are doing? I hope that you will show your conviction is suitable to be the next Secretary General of the UN in your reply.

The question for Minister Ban Ki-Moon is also presented to Secretary General Kofi Atta Annan.

Secretary General of the UN Kofi Atta Annan who started his first step at UN as an officer in charge of budget at WHO, what position do you think Minister Ban Ki-Moon should take regarding the numerous attempted kidnapping and assassination and infectious agents using terror carried out by MOFAT employees under Vice Minister Ban Ki-Moon for President Kim Dae-Jung, and regarding the attempt to bribe me with money to conceal terror and to keep silent.

"The Blue House of President Kim, Dae-Jung and the Ministry of Foreign Affairs and Trade suggested economic compensation many times to conceal terror and even tried to provide a woman as compensation at the church."

It is a matter of course to first clean up terrorist activities. To conceal terror is to agree with terror.

Does Minister Ban Ki-Moon of MOFAT still seek the position of Secretary General of the U.N. that pursues human rights and world peace while still concealing terrorist activities? Peace and human rights constitute the ultimate goal that the UN pursues. Anti-terror policy of protecting human rights and protecting peace has recently become an important task. If Minister Ban Ki-Moon wants to seek human rights and world peace as United Nations Secretary General, he must first clean up the terrorist activities under his control.

“The ultimate responsibility of diplomacy is with the President, and I am responsible for implementing the diplomatic philosophy or directions of the President.” April 19, 2005, Minister Ban Ki-Moon Diplomatic Immunity and Privileges

Principle IV, The fact that a person acted pursuant to order of his Government or of a superior does not relieve him from responsibility under international law, provided a moral choice was in fact possible to him. Nuremberg Principles

The ultimate responsibility for oppressing citizens abroad is with the President. Minister of Ministry of Foreign Affairs and Trade is responsible for implementing.

(Do you want to die? - In front of President Roh Moo-Hyun's Blue House. (4) - Did we see it? Intelligence agencies of other countries are worse. July 3, 2005 )

In a speech to commemorate the 87th anniversary of the Samil Movement, President Roh Moo-Hyun mentioned again the meaning of clearing up the past history by saying, "We are clearing up the past history now to clarify the truth as a precondition of forgiveness and reconciliation, resolve the split that originated from the past history, and to create a new society of trust and unity." April 03, 2006

And President Roh Moo-Hyun delivers that those who are deployed to conceal terror in front of the Blue House are special commandos. President Roh Moo-Hyun refuses to clean up President Kim Dae-Jung’s terrorist activities. It is different from what was promised to the citizens.

Employing those public servants who use narcotics for political oppression is justifying oppression.

Concealing the activities of President Kim Dae-Jung by employing such a group of terrorists in public service and by awarding Ambassador Choi Dae-Hwa’s terror agent as desirable civil employee is justifying terrorism.

If you think terror is wrong, it has to be corrected right away.

You have to dismantle the terror organization where Minister Ban Ki-Moon and the MOFAT vice-minister ranked Ambassador Choi Dae-Hwa are involved.

Principle III, The fact that a person who committed an act which constitutes a crime under international law acted as Head of State or responsible government official does not relieve him from responsibility under international law.
Principle IV, The fact that a person acted pursuant to order of his Government or of a superior does not relieve him from responsibility under international law, provided a moral choice was in fact possible to him. Nuremberg Principles

To continue to conceal terrorists is to agree with terrorism.

If Minister Ban Ki-Moon makes an excuse by saying “I am a professional diplomat, Minister of Foreign Affairs and Trade, I just work at the command of the President”, then Minister Ban is making an excuse for any action that he performed it because it was an order. To make an excuse that he made such an unfair order such as biochemical terror because it was an order from above is no different from the terror members who are financially affluent that make a pleading that it was for survival.

Minister Ban Ki-Moon had enough time to think and prepare for several years since 2000.

Mr. Ban Ki-Moon, it is a beautiful choice to clean up the political gangster organization before inaugurating as Secretary General of the United Nations which aims at peace and human rights. A desirable decision is to practice the clean up of gangster culture that President Roh Moo-Hyun only talked about and to become a model for the world.

Terror issues cannot be resolved with money and women.

Terrorists’ activities should be cleaned up.

Ambassador Choi Dae-Hwa,  Diplomatic Immunity and Privileges

(The picture above is the Vice Minister rank Ambassador Choi Dae-Hwa, who is a colleague of Vice Minister Ban Ki-Moon at a ceremony with the King of Belgium. There were the subordinates of Choi Dae-Hwa at the Embassy and Kim Jong-Gil, the barber in question, and Park Young-Sam, etc. This is the person who enjoyed threatening me at the church even from early 2000 with other Embassy employees to the side such as Nho Gil-Sang.

Later they failed numerous attempts to kidnap and murder me. It was the time when President Kim Dae-Jung’s terror organization was talking loud about compensation through Kim Jong-Gil and Nho Gil-Sang etc. because a numerous kidnapping and assassination attempts had already failed at the time of the event. Especially before this event, they delivered through many people numerous times regarding compensation. And they tried to conceal terror activities through sneaky methods. This terror activity was a large scale international activity. The government made Mr. Lee who used to help Mr. Paid Well participate in the UN Peacekeeping Operation and assigned him abroad. It is an amazing thing to let a bio terror organization member participate in PKO. It is nothing other than making a desirable mask. Mr. Lee, who is a member of bio terror organization, was appointed as Chief of the Korean military medical assistance team, which is a serious challenge to freedom and human rights. The act of not clearing up such terror activists and protecting would not be done away with just because Minister Ban Ki-Moon becomes Secretary General of the UN. Sept. 18, 2000 Koekelberg)
